The Risk Management Maturity
Model (RM3) defines what excellent in risk management looks like
and allows organisations to assure themselves that their risk
management system is operating to an adequate standard.
The model provides a route map to help them continuously improve
towards excellence in health and safety management.
Although widely used in rail, (Office of Road and Rail (ORR)
Inspectors use RM3 when assessing the effectiveness of duty holder
risk management systems), RM3 can benefit many industries.
RM3 was originally published by ORR in 2011, since when the
model has received wide acceptance by the rail industry both in
ther UK and elsewhere as a means of demonstrating excellence in
safety and risk management.
Since 2014, HSE has worked collaboratively with ORR to ensure
that RM3 remains up-to-date and relevant. The most recent version
