Photos & Images

Material - HSE has an archive of thousands of images and photographs, covering health and safety-related subjects from current state-of-the-art technologies to historical images dating from the 1920s.

We are currently exploring the best way to allow users to browse our galleries online but, in the meantime, if there is a subject you need to illustrate then get in touch - we may well have a photograph to suit your requirements. Terms & Conditions - An example licence document is available. This details our standard licensing terms and conditions, although the various schedules will be updated to detail the specific images you request and your proposed re-use(s).

Prices - The standard licence fee for re-use of HSE's Crown Copyright photos and images is £50 + VAT for up to two photographs and a further £50 + VAT for each additional photograph thereafter.

Additional supply fees may be charged for printed images or where further processing of digital images is needed (e.g. cropping, resizing, special digitisation, etc.).

Film & Video Footage

Material - In addition to photographs, HSE also produces many hours of film & video footage each year, covering research experiments, training material and incident investigations, amongst other subjects. This ranges from standard video & digital video through to high-speed and ultra high-speed footage.

Terms and Conditions - An example Film & Video Footage licence document is available. This details our standard licensing terms and conditions, although the various annexes will be updated to detail the specific footage you request and your proposed re-use(s).

Prices - The standard licence fee for re-use of HSE's Crown Copyright film and video footage is £12 + VAT per second for initial broadcast or usage, and a further £6 + VAT per second for each re-broadcast instance. These fees apply to television broadcasts, DVD productions, online broadcasts and use on websites, inclusion in training course, etc.

These licence fees would usually also cover the cost of supplying the footage, although further supply charges may be applied where additional effort is required.

Survey Materials and Questionnaires

Material - HSE produces many types of survey materials and questionnaires that may be licensed either as tools in their own right, or to be collated with other materials or incorporated into other products. Examples include:

the HSE Hand-Arm Vibration Syndrome (HAVS) Toolkit,
the HSL Safety Climate Tool (SCT) questionnaire,
the Slips Assessment Tool (SAT),
the Assessment of Repetitive Tasks (ART) Tool, and
the Manual Handling Assessment Chart (MAC).

Some of this material, is available free of charge from the HSE website (follow the links above for further information). The remainder is available to licence.

The HAVS Toolkit contains a number of questionnaires and is designed as a stand-alone product to be used by Occupational Health Practitioners to assist with the diagnosis and surveillance of Hand-Arm Vibration Syndrome (HAV) in the workplace.

The SCT questionnaire is the basic question set that is incorporated into the HSL Safety Climate Tool (SCT) software package. This option enables end-users to licence a basic version of SCT for use within their organisation (at cheaper cost), or to licence the question set for incorporation into their own bespoke tools.

Terms and Conditions - An example licence document for the HAVS Toolkit is available. This details our standard terms and conditions for all survey materials and questionnaires, although the specific details and licence fees may alter dependent upon the material licensed and the proposed re-use (also see Prices below).

Prices - The standard licence fee for the HAVS Toolkit is £250 + VAT. Although consultants may use the HAVS Toolkit, we request that each individual company or organisation for whom the consultant works purchase their own licence.

The basic licence fee structure for the SCT questionnaire (when re-used as a survey tool) is the same as that of the software version of the tool but charged at 50% value (i.e. price bands are £250, £375, £625 & £2,500 + VAT).

Re-use by incorporation of the SCT questionnaire (or indeed of any HSE questionnaire or other survey material) into a derived product, for commercial or non-commercial purposes, will attract an additional royalty fee based upon the percentage of HSE Crown Copyright material incorporated into the derived product, and the perceived value added by that material (as determined by us in consultation with the potential licensee).

Training Material

Material - HSE provides a wide variety of health and safety training courses and workshops. What makes HSE training different to that of many other course providers is the scientists and safety experts who deliver the training. They are not only trainers, they are specialists working daily in research and incident investigation. Whilst many of our courses include handout materials for delegates' personal use, we do not currently supply packages of training material for re-use under licence. Some of the reasons for this are given below.

However, we may consider requests to licence the re-use of individual training/presentation slides, video clips, etc. provided none of the reasons given below apply.

Some non-commercial HSE material is available for re-use free of charge. One such example is the Slips & Trips E-learning Package (STEP).

Reasons for not licensing material - There are several reasons why HSE may choose not to licence specific material for re-use. Some examples are given below. Where one or more of these apply, we will inform you of the exact reason(s) for refusal.

The requested material contains copyright owned by a third party that HSE is not authorised to licence for re-use. The exclusion of this third party material would significantly affect the quality or suitability of the remaining material.
The material is specialist and normally delivered by experts. The standards / quality of delivery of the materials in the proposed re-use has not been proven by the applicant, e.g. the competence of the trainer has not been proven or equivalent training facilities are not available.
Release of the material would fall under one or more of the exemptions listed in the Freedom of Information Act 2000 or the Environmental Information Regulations 2004 and the material is consequently not considered for re-use under licence. Such exemptions may include material relevant to ongoing investigation or court proceedings, material relevant to defence or national security, or material that may influence the commercial interests of HSE or another third party. These exemptions are based upon the material content and not the proposed re-use(s).

Terms and Conditions - Where HSE does licence the re-use of selected training slides, etc., our standard terms and conditions for Crown Copyright materials will apply according to the specific material. Slides would be treated as images, video clips as video footage, etc.

Prices - In the same way, HSE will apply standard licence fees based upon this premise. For example, the fee for re-use of up to two presentation slides is £50 + VAT, and £50 + VAT for each additional slide thereafter.
